
Meet Queensland’s Latin American Honorary Consuls: Who They Are, How Long They Have Served and How to Contact Them
Queensland is home to growing communities from across Latin America, but many residents may not know who officially represents their country locally — or where to turn when they need consular guidance.
Brazil, Colombia, Mexico, Peru and Uruguay all currently have honorary consular representation in Queensland, according to the Australian Government’s Department of Foreign Affairs and Trade (DFAT).
Unlike career consuls working at an embassy or consulate-general, honorary consuls are generally locally based representatives whose responsibilities and authority are more limited. They can provide local assistance, maintain links with communities and authorities, and promote relations between their country and Queensland. Some formal consular procedures, however, must still be handled by the relevant embassy or consulate-general.
Portal Gringo News looked at who currently holds these five positions, how long they have served and how members of the public can contact their offices.
Brazil — Valeria Noleto
Honorary Consul of Brazil in Queensland
Serving since: 28 September 2020
Time in the role: just over 6 years

Valeria Noleto has been officially accredited by Australia as Brazil’s Honorary Consul in Queensland since 28 September 2020, according to DFAT. The Australian Government continues to list her as the current Honorary Consul, alongside Giuseppe Albertini Cassin as Honorary Vice-Consul. Protocol
Noleto is also CEO of the Australia Brazil Chamber of Commerce and founder of Brazil Week in Australia. Her professional background includes public relations, strategic engagement and initiatives aimed at strengthening connections between Australia and Brazil. Brazil Chamber

Mexico — Anthony Hogarth
Honorary Consul of Mexico in Queensland
Serving since: 25 July 2018
Time in the role: more than 8 years

Anthony Hogarth has served as Mexico’s Honorary Consul in Queensland since 25 July 2018, according to DFAT. Protocol
His honorary consulate operates from Hogarth Law at Waterfront Place in Brisbane CBD, connecting the position with his professional legal practice. Peru — Stefano Marrama
Honorary Consul of Peru in Queensland
Serving since: 6 June 2000
Time in the role: more than 26 years

Stefano Marrama is by far the longest-serving honorary consul among the five representatives examined by Portal Gringo News.
DFAT records his appointment as 6 June 2000, meaning Marrama has now held the position for more than 26 years. His jurisdiction covers both Queensland and the Northern Territory. Protocol
Historical Peruvian records also confirm that Marrama was formally appointed Honorary Consul of Peru in Brisbane in 2000. Today, Peru's own Ministry of Foreign Affairs continues to list him as the Honorary Consul in Brisbane. Gob Peru

Uruguay — Andrés Arroyo Gorriaran
Honorary Consul of Uruguay in Queensland
Serving since: 1 October 2011
Time in the role: 15 years

DFAT currently lists Andrés Arroyo Gorriaran as Uruguay’s Honorary Consul in Queensland, with an official appointment date of 1 October 2011. Protocol
That means he has represented Uruguay locally for approximately 15 years.
Publicly available biographical information about Arroyo Gorriaran is relatively limited compared with some of the other representatives. The Queensland Consular Corps nevertheless also identifies him as Uruguay's Honorary Consul in Brisbane. Consular Corps of Queensland

Colombia — Craig Wilson
Honorary Consul of Colombia in Queensland
Serving since: 1 March 2021
Time in the role: more than 5 years

Craig Wilson became Colombia's Honorary Consul in Queensland on 1 March 2021. This is important because Colombia does indeed maintain honorary consular representation in Queensland in addition to its Consulate-General in Sydney. DFAT currently lists Wilson and the Brisbane office separately. Protocol
The Colombian Government reported that Wilson was appointed under Decree No. 122 of 2 February 2021 and formally sworn in on 1 March.
According to Colombia's official consular service, Wilson is an Australian citizen based in Brisbane with extensive experience in international relations and business. His career has included diplomatic positions in the Australian foreign service as well as work in the private sector. His appointment was intended to support Colombian interests in Queensland, including trade, investment and business links, while also providing assistance to Colombian citizens. Consulado de Colombia

What does an Honorary Consul actually do?
An honorary consul should not be confused with a Consul-General or a full diplomatic mission.
The exact powers vary by country. Generally, honorary consuls provide a local point of representation, assist their country's citizens where authorised, maintain relationships with local authorities and communities, and help promote commercial, cultural and institutional links.
They do not necessarily provide every service available through an embassy or Consulate-General.
Brazil, for example, explicitly states that its honorary consuls assist Brazilians in their area, support diplomatic and career consular missions and promote commercial, economic, cultural and scientific relations. Serviços e Informações do Brasil
Peru similarly explains that honorary consuls provide valuable assistance to Peruvians living away from the country's main career consular offices, while noting that public appointments must accommodate the honorary consul's other professional activities. Consulado del Perú
For that reason, residents should contact the relevant honorary consulate before visiting, particularly offices listed as operating by appointment.
