Embassy, Consulate-General or Honorary Consulate? Who Represents Brazil in Australia and What Are Their Responsibilities?
Brazil has an Embassy in Canberra, a Consulate-General in Sydney and an Honorary Consulate in Brisbane. But despite all three representing Brazilian interests in Australia, their responsibilities and their powers are very different.
For many Brazilians living in Australia, particularly those in Queensland, understanding the country's diplomatic and consular structure can be confusing.
Who should you contact if you need a passport? What can the Honorary Consulate in Brisbane actually do? What is the role of the Consulate-General in Sydney? And if Brazil already has consulates, why does it also need an Embassy in Canberra?
The answer lies in the fact that diplomatic representation and consular assistance are different functions.
Brazil's official e-Consular system currently divides Australian consular jurisdiction primarily between the Embassy in Canberra and the Consulate-General in Sydney. Queensland falls under Sydney's jurisdiction.
Here is how the system works.
The Embassy of Brazil in Canberra
The Embassy of Brazil in Canberra is Brazil's principal diplomatic mission in Australia.
An Embassy's central role is to represent one country before the government of another.
This means the Ambassador and diplomatic team work at the national level on the relationship between Brazil and Australia, including political dialogue, trade and investment, international cooperation, cultural relations, education and other bilateral issues.
In simple terms, the Embassy is the official diplomatic voice of Brazil in Australia.
But there is an important distinction: the Embassy also has a consular section.
According to Brazil's current e-Consular system, the Embassy in Canberra has consular jurisdiction over the Australian Capital Territory, South Australia, Western Australia, Tasmania and Victoria.
Its consular section can therefore provide official services to people within its jurisdiction. For example, the Embassy publishes procedures for issuing consular declarations, including declarations related to Brazilian driver's licences.
In simple terms:
EMBASSY = Brazil's principal diplomatic representation in Australia, dealing primarily with relations between the two countries, while also providing consular services within its designated jurisdiction.
The Consulate-General of Brazil in Sydney
The Consulate-General of Brazil in Sydney has a much stronger day-to-day focus on consular services and assistance to Brazilian citizens.
For Brazilians living in Queensland, this is particularly important.
The Australian Department of Foreign Affairs and Trade currently records the Consulate-General's jurisdiction as New South Wales, Queensland and the Northern Territory. Brazil's e-Consular system likewise places Queensland under Sydney.
The Consulate-General provides formal consular services involving matters such as civil registrations and other official documentation and consular procedures. Its official services include registration of births, marriages and deaths, as well as issuing copies of consular certificates.
The Consulate-General also has responsibilities beyond documents. Its Cultural Section, for example, promotes Brazilian culture and the Portuguese language and supports connections between Brazilians abroad and their cultural roots.
Who is the Consul-General?
As of September 2026, the Australian Government's diplomatic register lists Marcos Arbizu de Souza Campos as Consul-General of Brazil in Sydney.
It separately lists Marco Kinzo Bernardy as Consul, alongside other consular officers.
That distinction is important for the community because Consul and Consul-General are not interchangeable titles.
In simple terms:
CONSULATE-GENERAL = the principal official Brazilian consular mission responsible for Queensland, NSW and the Northern Territory, providing formal consular services and assistance within its jurisdiction.
The Honorary Consulate of Brazil in Brisbane
This is where perhaps the greatest misunderstanding occurs.
Brisbane has a Brazilian Honorary Consulate, but an Honorary Consulate is not a smaller version of the Consulate-General in Sydney.
The Australian Government currently lists Valeria Noleto as Honorary Consul of Brazil in Queensland and Giuseppe Albertini Cassin as Honorary Vice-Consul. The Honorary Consulate is located in Fortitude Valley and operates by appointment.
Valeria Noleto has served as Honorary Consul since 2020.
Portal Gringo News has also received confirmation that her mandate has been renewed following the completion of the previous term in August 2026.
The publicly available Brazilian government page we checked still displays the previous appointment period, with the former mandate ending on 23 August 2026, meaning that particular webpage had not yet been updated to reflect the renewal information received by Portal Gringo News.
What can an Honorary Consul actually do?
Brazil's Ministry of Foreign Affairs provides a particularly clear explanation.
Honorary consular functions can be performed by Brazilian or foreign citizens who act locally in support of Brazil's interests and Brazilian nationals.
Importantly, an Honorary Consul is not a member of Brazil's diplomatic career and is not a salaried employee of the Brazilian State. The position is performed voluntarily.
Their responsibilities can include assisting Brazilians within their area, supporting Brazilian diplomatic and consular missions and helping promote commercial, economic, cultural and scientific relations between Brazil and the local jurisdiction.
This makes the Honorary Consul an important local connection between the Brazilian community in Queensland and Brazil's wider diplomatic and consular network.
However, there are significant limits to the position.
What can't the Honorary Consulate in Brisbane do?
This is perhaps the most important information for Brazilians living in Queensland.
According to Brazil's Ministry of Foreign Affairs, honorary consuls are not authorised to issue passports or visas or perform notarial acts.
Therefore, having an Honorary Consulate in Brisbane does not mean Queensland residents have access locally to every service available at the Consulate-General in Sydney.
For many formal procedures, Queensland residents remain under the jurisdiction of the Consulate-General of Brazil in Sydney.
In simple terms:
HONORARY CONSULATE = a local representative and point of support for the Brazilian community, but with substantially more limited powers than a Consulate-General.
So, what's the difference?
Think about Brazil's representation in Australia this way:

Diplomacy. Represents Brazil before the Australian Government and manages the broader relationship between the two countries. It also has a consular section for states and territories within its jurisdiction.
🇧🇷 CONSULATE-GENERAL — SYDNEY
Consular services. Provides official consular services and assistance. Queensland falls under its jurisdiction.
🇧🇷 HONORARY CONSULATE — BRISBANE
Local representation and support. Connects the Brazilian community in Queensland with Brazil's official network, promotes Brazilian interests locally and can provide assistance within its authority — but cannot perform many of the formal services handled by the Consulate-General.
Why does this matter for Brazilians in Queensland?
The distinction becomes particularly important when someone needs government documentation or assistance.
A Brazilian living in Brisbane may naturally assume:
“We have a Brazilian Consulate here, so why do I need Sydney?”
The answer is that Brisbane has an Honorary Consulate, while Sydney has the Consulate-General responsible for Queensland.
They are different institutions with different legal and administrative powers.
The Honorary Consulate provides valuable local representation and community support, while formal consular matters that exceed its authority remain the responsibility of the career consular network.
At the same time, the Embassy in Canberra operates at the highest diplomatic level, representing Brazil in its official relationship with Australia.
Together, the three structures form different parts of the same network — but they are not interchangeable.
